In 1989, Paul Adams, then the Inspector General at the Housing and Urban Development Department, was hauled before a
House subcommittee to explain why no one on Capitol Hill was aware of the rampant waste, abuse and mismanagement in
the department's programs. The HUD scandal had drawn widespread media attention and proved to be a major embarrassment
for both the executive and legislative branches. Many of the abuses, Adams told panel members, were thoroughly detailed
in reports issued by his office that went unread in Congress. Not good enough, he was told. Busy legislators and their staffers don't have time to pore over every detail
of IG reports, committee members said. They need federal officials to shout from the rooftops when they uncover evidence
of poor performance and malfeasance - or at least to pick up the phone. It was a message Adams and other executive branch
officials would hear repeatedly as senators and representatives sought to explain to their constituents why the HUD scandal
was allowed to fester for so long. The obvious answer is if you intend to commit genocide for profit be sure to have

Dying We Stopped Counting
Hi! Thanks for your message I don't think that the website you mention is living in the real world. But the point is still
well taken that the life of homeless people is extremely dangerous and the obstacles that homeless people face are severe. There are supposedly 15,000 homeless people here in San Diego County and
the death rate is so high that the local paper no longer even bothers to mention when yet another body is found in Balboa Park.
When there was a meeting of the Renaissance Commission here in Ocean Beach a couple of years ago, the concensus in the audience was running more than 10 to 1 in favor of the theory
that homeless people were ENTIRELY responsible for their own situation. What is needed is not $250 billion but a commitment by society that we will do what is
necessary to help those homeless people who are willing to help themselves.

What is the normal attrition rate for a city wide
population composed of alcoholics, drug users, disabled....? We asked a local organization in San Francisco for their
candid opinon:
"The reports are NOT exaggerated. actually, the preface to the SF Dept. of Public Health's annual
homeless deaths report contains a caveat where the Dept. states that each year's count is actually
an undercount -- the half-time position to do the legwork to confirm the housing status of the
decedents was eliminated from SF-DPH's budget. the current counts reflect only those whose
homelessness could be confirmed by the M.E.'s staff, or by police reports. if you're interested, check out

it's the text of the Director of Public Health to the Health Commission regarding homeless deaths in 1999,
and has a link for the 1999 report, which I co-authored. it was, as they say, a record year.

With payments of up to $150 a day many shelters have become golden parachute programs
for convicted felons seeking a respite from hard life of prison. The fact they are no longer in jail is not a deterrant to practicing crime on the outside.
Topic #5 The Death of Walter B
Walter B. was an 82 year old WWII veterans who was traveling from the VA Center at Prescott, AZ to Nogazles on Memorial Day in 1991 to purchase cheap heart medication
across the border. Walter arrived in Casa Grande, AZ late on Memorial Day and asked for shelter at the Cross Roads Rescue Mission and was refused shelter because he arrived
after 5PM. Although the Police Department made a special request for shelter for this 82 year old Veteran on Memorial Day for shelter, they were refused.
Given the benefits of a warm bed, hot meal, the knowledge of a safe place to sleep, and possible assistance if medical emergency occured at the Rescue Mission; Walter might have lived. Having been
denied access to the Rescue Mission, Walter B slept our in a vacant lot. Sometime during the night he had heart problems and was found dead in a ditch in front of McDonalds on
main street Casa Grande. The First Baptist Church notified his relatives in Chicago and it cost a lot more to ship his body home for burial than if someone had given Walter an overnight motel room.
Like many other elderly, disabled, and needy Walter was terminated with extreme prejudice by a social service structure which couldn't care less. When queried a year or so later
the VA Hospital at Tucson, AZ stated they had heard something about the incident but
explained that sometimes "Shit Happens".

Former "Disciple" Convicted Of Murdering Aunt
Art Lane Yeary accused to killing senior citizen with "roofers hatchet" captured in
Mississippi .Art Lane Yeary a former "disciple" of the Union Gospel Mission of Modesto, California was reported captured in Mississippi. Authorities report he was captured using
the last name of the elderly woman he allegedly killed using a roofer's hatchet and buried in her backyard. The Modesto Bee reports Yeary aka Art Gilliam.... will stand trial for the 1990 capitol
murder of Ms. Goad who was found buried in her backyard. Modesto Bee quotes relatives of Ms. Goad that they were not too happy to see Yeary captured and returned for trial because
they considered the matter closed. Yeary a former "disciple" of the Union Gospel Mission of Modesto, California was
apparently working at the Mission at or about the time he is alleged to have killed Ms. Goad. Some authorities believed he used his extensive contacts in the Mission field
to elude arrest and prosecution for some years. Although Yeary was featured on America's Most Wanted for some years he was apparently presumed dead by some authorities.

My names is James Bailey and I have just been arrested here in Merced, CA for failing to attend a sentencing hearing in Portland, Oregon. What great luck that I have been
in the discipleship program at the Mission in Oregon for almost a year and that the current "house manager" fired to heavy drug use. I can't thank Tom and Letticia Miller
of the Merced Rescue Mission for hiring me on the spot to be the new house manager of
the shelter. There must be a God because a retarded man named Tim Duarte was referred to the mission and has just asked me if I could hold his wallet, money, and identification for safe
keeping. I was just too happy to have my new identity to hide from the law under and enough money to catch the first Greyhound out of town. I left in the middle of the night
and have left Mr. and Ms. Miller to explain to Tim that he is now broke and without Id. To their credit the Millers initially called every shelter in a 5 state area asking other
not to take me on staff under my old or new name after providing a report to Sheriff Deputies.
In August, 1998 Director Tom and Leticia Miller asked the person who questioned these matters locally to be denied services for life. My friends the Millers again demonstrate
that lying about facts, denying the truth, and settling the score is an important part of what Jesus stands for. I'd like to discuss this further, but I have another "Christian"who
needs someone to operate a shelter because he has no committment.
Topic #8 John 3:16 Puts Sophisticated
Bomb Under His Own Building
Between 1986 and 1989 Mr. John Cook aka Mr. John 3.16 operated a homeless shelter on
West Bonanza in Las Vegas, Nevada for a period excess of one year which slept several
hundred homeless persons on the ground in an open courtyard and had a building.
Mr. Cook states publically on tv he was tired of operating the shelter and of recieving harassment
from the city and stated he would quit. Mr. Brady Exber and Councilman Steve Miller asked me to go to the shelter
and see what conditions were present at the property. After arriving on the property I was introduced to the
assistants of John Cook who assisted him to operate the shelter. Mr. Cooks assistants insisted on signing
states that they have a first hand knowledge that: Mr. Cook purchased a "sophisticated bomb" for $5,000.00 and placed
the device under his own building to general publicity. Mr. Cook has no non-profit status and recieved over
$100,000 from donations for operating the shelter for which there are no reciepts. Mr. Cook gambled most of
the money donated to the homeless. Mr. Cook owned a machine for producing slugs which Mr. Cook used in
local slot machines in area casinos.

We believe that the Salvation Army, City of Portland, and other
funder's policy of offering free food and housing to persons who
are substance abusers and/or are involved in illegal activities
(A condition of the forenamed entitles have created by operating
and supporting the unrestricted access mass dormitory Recovery
Inn Shelter at 313 East Burnside,) Has resulted in the Recovery
Inn (RI) being a public nuisance:
We maintain that unrestricted-access shelters such as RI are not
conductive to helping people transiton to an independent lifestyle.
We agree with Central Eastside Industrial Council's "Position statement on homeless services"
that is enclosed. We also enclosed Mayor Clark's July 19th, 1990 response to CEIC's position statement. In fact we feel
RI is incorrectly named as there are no records showing any client transferring to a "recovery"program.
While RI jobs programs claims success in finding full-time work for some individuals, it is not clear that individuals were
formerly RI shelter clients since the employment program draws applicants from all over the central city.
Shelter-based care, in our opinion, does not solve people's problems
but only enables clients to continue the behavior that caused them to be homeless;
thereby perpetuating their condition.
It has been the city's policy and plan for many years to close the shelters and provide more humane single
room occupancy housing coupled with case management services. Dan Steffey, then Mayor Clark's Assistant,
promised at several public meetings that mass dormitory shelters would be eliminated before January, 1991. We feel it
is now time to do this so that limited resources can be directed toward programs that help people solve their problems instead
ofjust warehousing them in a substandard shelter that does not even meet federal requirements for housing prison inmates or
migrant workers.
The Central Eastside Industrial Council (CEIC) and the Central Eastside Community Policing Demonstration Project have worked
with the Salvation Army (SA) from the beginning in an attempt to improve RI operations. CEIC Committee Co-Chairs Joanne Ferrero
and Margaret Moreland wrote the enclosed June 21, 1990,letter to Bill Thomas of Multonomah County supporting SA's assuming control
of Baloney Joe's in July of that year. It reads:
The Salvation Army has been in our district for
over 70 years. Our observation is that they have been good neighbors
and operated successful programs.
Shortly after assuming control of Baloney Joe's, Captain Nancy and Ross Allemang of the SA assured CEIC
Board Members that the problems business people were experiencing would improve because of SA Rehabilitation philosophy as well as
SA's operating rules and procedures.
Soon after this meeting, Lt. Col Morelock and the Allemang's met with Greg Wentworth, Peter Fry, Stuart Shleifer, Joanne Ferrero,
and Margaret Moreland at Wentworth Chevytown and again assured those present that they could expect the situation to improve. It
was better that summer, but quickly deteriorated when the Salvation Army offered their as Portland's primary overflow
shelter and continued the former Baloney Joe's Policy of unrestricted access.
A community meeting was held January 25th, 1991 with Col Morelock, Captain Nancy Allemang, and John Simmons to air
neighborhood concerns. A copy of the approved minutes of that meeting are included with this letter. A copy of the

Oliver of the Oregonian dated September 3rd, 1991 to correct some statements made in an 8/31/91 Article entitled, "Salvation
Army Chief To Move On." Copies of this letter were sent to both SA's Major Love and Major Hogan.
East Precinct Police personnel met with Major Hogan shortly thereafter to inform him of drug activity at RI. This
matter also discussed at Demonstration Project meetings. At the recent April 16th Demonstration Project meeting, Lt. John
McNabb warned SA John Simons in no uncertain terms that Police Officers knew what was occurring inside the facility and could no
longer ignore the situation.
Despite the Community's involvement and SA's good intention criminal
activity continues to flourish in and around this shelter. Drugs are openly sold outside the front door from supplies stashed inside.
Police Officers routelinely find discarded hypodermic syringes in RI's restroom as well as evidence that bindles are being
assembled within the facility. A four inch thick file of arrest made from July 1991 to May 1992 involving drug activity at RI was recently
submitted to the City Attorney as evidence in support of closing the building under the City's specific Crime Ordinance.
What will happen if RI is closed? Our observation is that most of the RI clients are illegal aliens who eat and stay at the
shelter and are bussed to agricultural job sites outside the city. Some have found selling drugs easier and more
profitable than working in the fields. Thus, taxpayers and contributors funds are being used
to support criminal activity. Closing the shelter would allow these funds to be used for more worthwhile purposes.
The problems this shelter has created in our community will not be solved by transferring RI to another operation (If SA, with
their expertise cannot manager this shelter, no one else can). Nor can the problems by increasing operational
funding, hiring additional help or building new state-of-art facility. The problems, we feel, are endemic to
unrestricted-access shelters and can only be solved by closure. Concerned members of a CECI sub committee hired
an attorney in 1990 to research successful nuisance suits against dormitory shelter operations. The attorney provided
information on several lawsuits that were successfully settled in the Complainants favor. He also writes 9/24/90 Memo that
states in part:
No law requires government, social service
providers and funders to facilitate outlaw life styles
furnishing free, unstructured housing. The Law does, however, provide remedies for those injured by
governments, providers, and funders shortsighted facilitation of criminal behavior. Not only may the
governments, and providers involved be required to compensate victimes, but executives, directors, and major funders of the
providers may also be required. It is time that community decision makers realize that on the one
hand they have no legal obligation to reward those who refuse to live by community standards and laws; on the other hand they do
have an obligation to protect the health and security of the whole community. On the basis of this legal opinion and the City's pending civil action under the Specified Crime Ordinance, we maintain that the
Recovery Inn should be closed.

Soliciting Attack on Homestead AFB
This is a review of apparent efforts by Democratic Party in California to hire mercenaries to attack Homestead AFB in
Republican South Florida during 1980's. Between 1986 and 1989 Mr. Dwayne Dodge of Turlock, California appeared on the front porch
of the Modesto Gospel Mission at 1417 DeHarro, in Modesto, CA and at local Jack In The Box restaurant and explained publically his membership in what he refers to the "Peoples
Revolutionary Army".
Mr. Dodge states the organization is run by a former assistant to Castro (unnamed) who is a real person living in Dade County who advocates the
overthrow of the United States by military force. Mr. Dodge states he seeks to hire mercenaries, preferably former veterans of the US military to train under a former Green Beret in eastern US.
Mr. Dodge explains some minor details of the pay and training and general information. Mr. Dodge explains the group is heavily armed with various military equipment, including helicopters which he has visited recently on an island off Florida.
Mr. Dodge explains the principals plan to begin an armed insurrection by attacking Homestead Air Force Base in south Florida.
Mr. Dodge further explained at Jack In The Box restaurant over coffee at a second meeting other details of the plot. Mr. Dodge explains members of the organization include Cuban National Guard pilots who are stationed at Homestead AFB. Mr. Dodge explains the revolution has hit a
snag because military jets known as F-4 have been replaced by newer F-16 jets which the national guard pilots have to be retrained to fly.

A report of these allegations were turned over to the Resident Agent for FBI in
Modesto, CA. A report was also turned over to US Senate Select Committee on
Intelligence (Appendix)
Unanswered Questions
Is the person identified by Mr. Dodge a real living person or resemble any real
living person? Does such an organization as suggested by Mr. Dodge actually exist and has any
attempt been made to locate their weapons or helicopters? How does a person from Turlock know details of changes in jet fighter components
at a defense installation across the United States? How does Mr. Dodge have access to information that native born Cuban national
guard pilots on Homestead AFB are having problems retraining on new jet fighters?
Who is the person who provided such information to Mr. Dodge? Are any members of the national guard prepared to engage in acts of war on the
United States in 1986-1987?

In 1993 John Doe and friends arranged a criminal record for Chris Walters "longer than your arm" with felony convictions which were
never brought to trial much less sustained by convictions. John Doe maintained this fictious conviction via theft of US Mail and federal
Court ORDERS to keep the fraud alive. John Doe and associated then tied the conviction to a major terrorist organization resident
in Oregon, Washington, and Idaho who fielded an "Anthrax Salesman".

A person reading Harvey Kushner's book Holy Wars on Home Front would soon
realize that the terrorist with extensive ties to North Carolina and nonprofit agencies and has better credentials and bonifides than most of the folks reading
this report which included planning the 911 Attack on New York; launching combat operations on Israel; and trying to construct a unified national terrorist front in the United
States. The book goes into great detail about how Islamic Militants go into the prison system to recruit members of their
private army. Exactly why these folks have spent the last 30 years very much at home in Central North Carolina in the heart of the
Bible Belt is quite a mystery as their office was about 2 miles from the Office of the Chairman of The House Committee on
Crime, Terrorist, and Homeland Security
The year in 1996 and the government official is in a rage as he storms into
the emergency management center and slams an odd looking metal box with a long
handle on the counter. He explains that if anyone has messed with his highly specialized software he will detonate what he claims is an "atomic bomb" he
has brought into the center. None of the government persons nor myself challenge his assertion and he calms down and the event is quickly forgotten....
San Antonio is a hive of retired military personnel many with long term access to critical military equipment and it is quite probable that more than 1 private nuclear
weapon exists here abouts more likely several some having thermonuclear capabilities. A brief examination of San Antonio's
Profiles Report suggest the obvious. The US needs to recover it's pilfered military equipment
so the UNSC dosen't have to nuke any private weapons stockpiles...
These communities have ties to known terrorist organizations which have either engaged in combat operations off the North
American continent or suspected of having weapons of mass destruction or poise other serious threats to World Peace.
These groups and organizations might be evaluated by the UN Security Council
as legitimate military targets to be engaged by Special Forces Groups:

The local newspaper article about May 2001 explained the Civil Rights Division of the US Department of Justice had launched
a major investigation into civil rights abuse by local police departments in Fargo North Dakota and Moorehead
Minnesota. In deploying a group for combat operations
to take over the Shelter the FTRA and their political handlers apparently misundestood the data to suggest that the police Department had been neutered.
I was doing volunteer work all summer in 2001 in CUFH front yard and watched the police drive up and jail Charlie Brown;
FTRA; and friends who were doing all they could to harass the facility.

On December 30, 2004, Washington State Auditor Brian Sonntag officially released the Fiscal
Year 2004 audit of the state's $6.1 billion (50 percent federal funds) annual Medicaid program. Among the 22 audit findings issued against

step of "disclaiming"; the entire Medicaid program.
SAO noted:"Disclaim" is a term used in auditing standards that means we cannot conclude, based on documentation and other evidence we were
provided, whether all of these costs were allowable or whether all clients were eligible for services given to them and all providers were eligible
for payments made to them."
SAO's official Medicaid audit release follows the unprecedented public release of the audit's draft findings by DSHS on the agency's
website on December 14, 2004. According to SAO, some of these draft findings were altered by DSHS.
The findings the Department of Social and Health Services released on its website on December 14, 2004, were preliminary drafts and were
not completed. In addition, some of the findings the Department presented were worded differently from the drafts we gave the Department at the
exit conference on November 24, 2004. The following document is the State Auditor's Office official special report on our audit of the Medicaid
Program for fiscal year 2004.
Among the audit's official findings, DSHS:
paid $22 million to individuals who did not provide valid Social Security Numbers (SSN) or offered no SSN at all;
paid more than $1 million to individuals claiming a deceased relative's SSN;
provided $1.3 million in unallowable medical services to illegal aliens;
cannot account for more than 1.4 million in pills worth in excess of $529,000; and
did not cooperate with SAO's audit, leading to the disclaiming of the $6.1 billion Medicaid program.
Regarding the lack of cooperation extended by DSHS, SAO made the following statements throughout its audit:
DSHS personnel attempted to thwart particular audit procedures by questioning our authority to either expand the scope of our audit or to obtain certain information.
[DSHS]altered information related to sample transactions while we were attempting to complete our review.
In some instances, we were unable to independently interview line staff without the presence of management or without management's
selection of the employees to be interviewed. Staff members informed us that they had to obtain permission
from management prior to speaking with auditors. During our review of the allowability of certain medical procedures and of procedures provided
to undocumented aliens, we were never granted permission to speak with the medical consultants who had approval authority.
The audit liaison system, as actually used by the Department, hindered our access to data and obstructed our contact with line staff.
Additionally, the audit liaison system attempted to force us to rely on the Department's representations as to the existence or accuracy of evidence.
In effect, the Department was attempting to perform the work of the auditor, instead of allowing the auditors to perform an independent audit
and reach a valid conclusion.
It is inappropriate for the Department to withhold information because it believes it is not relevant or significant. The auditor
should be given the information requested and have an opportunity to examine it and discuss it with the Department before the auditor decides its importance.
Auditors of the Medicaid Program were subjected to undue criticism of their integrity, independence, competence, objectivity, and
knowledge. These charges against audit staff were made both in person and through e-mail, and we believe they were intended to deter us from
completing our audit.
It is worth noting the contrasting attitude displayed by the Department of Health (DOH) in response to one audit finding issued jointly against DOH and DSHS: "We concur with the finding of the State Auditor's Office Thank you for the professional work by your staff." Despite DOH's acceptance of the audit finding, DSHS did not concur with the finding. With Washington's $6.1 billion Medicaid program at risk, legislators must finally exercise long overdue oversight and ensure audit corrective action occurs. Many of the findings issued against DSHS in SAO's 2004 audit are repeats from previous years. By making an example out of DSHS, legislators would also send a strong message to other state agencies that frustrating the efforts of the people's elected auditor will not be tolerated. Accountability and transparency for tax dollars must be the first responsibility of all state officials.

problems he had to hire a side of beef named Randy to keep control of his facility after complaints
from neighbors about destruction of their property values. If Randy isn't a convicted Felon-he should

damage done to their facility by the clients of this federally funded facility.

OAKLAND, Calif. - Twenty-five years later, understanding the tragedy of Jonestown hasn't grown easier.
"It's still an enigma what happened? How can we stop this from happening again?" says Jynona Norwood,
who lost 27 relatives the night Jim Jones ordered more than 900 of his followers to drink cyanide stirred
into fruit punch at the group's compound in the jungle of Guyana in South America.
On Tuesday, Norwood, a Los Angeles pastor, will mark the 25th anniversary of the tragedy with her annual memorial
service beside a mass grave in Oakland where more than 400 victims are buried. Norwood never joined Jones' Peoples
Temple, but her mother and scores of other relatives did. They were drawn by Jones' preaching of interracial harmony
and caring for the poor. Jones was a political favorite, too, becoming chair of the San Francisco Housing Authority
in 1976.
There were reports of fake healings and beatings, but followers stayed loyal. "After you've been in an environment that perpetuates that kind of craziness, you don't see it as odd or strange," says Yulanda Williams, who was able to escape with her immediate family months before the massacre. "We were sick, yet we didn't know we were sick."
Jones retreated to Guyana in 1978, taking about 1,000 followers with him. Later that year, Rep. Leo Ryan led a delegation of journalists and relatives of temple members to Jonestown. Some members chose to leave with him and the party was ambushed at the airstrip; Ryan and four others were killed. Back at the compound, Jones ordered his followers to die, starting with the infants.
Most victims were poisoned, some forcibly. Some were shot by security guards.Remembering Jonestown is hard, but important, said Norwood, who is campaigning to build a wall commemorating the victims. "The dead can't talk," she says. "We're the only people left to speak for them."

In 2004 we have Mel Erb of The Shelter in Tallahassee, Florida posting a list of 20 persons who
were barred for punching his staff while apparently engaged in a prison based gang take over of the nonprofit agency.
Like similar takeovers of other facilities the attack on the staff of this facility includes use of physical
violence. This problem is best addressed by having undercover Detectives or Homeland Security personnel being
present on site to address such criminal activities.

Thomas Reed who works at the mission does not claim to be homeless but rather explains he is a gourmet cook
by trade with a $2 Million yacht sitting in the Key West Harbor. Thomas is not shy about sharing his stock and
trade as an international drug dealer with an passer by in quite intricate detail which might make a person
wonder if he is legitimate? The Rescue Mission staff routinely scans color copies of guest ID; Birth Certificates; Social Security Cards;
and other restricted documents illegally for their records. Or it just might be that Thomas Reed needs
a large database of legitimate background information for his expanding drug business. The Board of Directors
reportedly recently changes the Mission Rules to permit the Staff and Management to have sexual relations
with female guest. It was somewhat embarassing to have a policy against sex when most of the Shelter Managers
are actively "Banging the Beaver" as a means of determining who gets promoted in as women's dorm matron.

The Community House when operated by the local homeless coalition was a notorious drug den or possibly best described as

July 2007 Local newspapers report a Deputy Sheriff/Corrections Officer was followed home
after testifying against an alleged gang member; confronted in his home; and pistol whipped
in front of his family by hooded men. Another eyewitness explained that about the same
time a homeless person was stabbed and died at the front door of the Stockton Homeless Shelter
and another person shot up the Community Kitchen trying to shoot a person inside.
