Charlie Brown is barred he states for 1 year and hasn't yet figured out that the shelter has cameras to record events on the property. Charlie has selected a person who is ignorant of his problems and hasn't got a clue of what is going on. The question of a crime involves threats against a person the principal states he believes is a witness acting in support of the lawful and duly elected officers of the Board of Driectors of a non profit agency.

What is that you said you are going to call the police? I have been in jail before and can handle anything the police department can dish out anyway they want to do it.... You will still be asleep from the beating I give you when I get out of jail". David's problem was that he entered the men's dorm and someone felt he saw something he should not. Although no blows are exchanged Herman brings a bunch of hispanic friends who are apparently looking for "Mike". Conspiracy Defraud US 9:00 June 12, 2001 A homeless man barred from the property has been causing problems and threatening various guest all day and is escorted away by the police department. This person has been making loud complaints about work being done on the lawn because edging around trees has removed grass where these folks like to nap in the day time. Unconfirmed rumors explain that men's room across street from shelter and where some of the barred clients hang out has been defaced and police are frequently patrolling library.

Conspiracy Defraud US Noon June 14, 2001 Mike is catering lunches on trays out the front door of the shelter at lunch to clients across the street who are apparently barred from receiving services. 8:15 AM a homeless person who is believed to be barred is catering food out the front door to clients who are barred on corner of library property. As of 6-15-2001 the barred clients have failed to take control of the entire facility and appear to be redirecting their efforts to take control of portions of the property the kitchen and lawn. Abuse of kitchen is done by simply catering meals on plates off the property at will taking advantage of crowded conditions at meals to escape notice.
At the resident meeting 6-14-2001 @ 8:00 PM the shelter management has stated they do not wish persons to be lounging on the lawn because it presents a poor image to the public which is were barred clients typically liked to nap before grass was edged from around trees. Threats against persons working in the lawn center around objections to repairs in lawn described as "holes in the lawn" which have created by clients wearing holes in the sod several feet deep over a period of years when they fail to use sidewalks. The barred clients complain they are so drunk they are unable to stay on the sidewalk and frequently fall in holes or areas under repair and a person would have to wonder what will become of them when major construction begins in several months on the complex.
The client called Charlie Brown is probally the "shot caller" or local control who is controlling some if not all of the trespass activities on shelter property. The barred clients are spending entire day on the property and front steps anyway and have meals catered out the back door too them have gradually been forced to relocate too south side of Public Library property across from the shelter. You might ask if we have been barred from receiving services here why they are on the property?
1. Undermine the shelter rules by forcing the clients and staff to
make minor concessions and gradually undermine the entire rule
structure by wearing everyone down with threats, questions, or
endless problems and diverting staff attention away from their
more regular duties. 1 member of the Staff is already reluctant to
call the police "because minor charges probally wouldn't stick".
2. Gradually run off the regular clients and bring in our friends
including active drinkers,drug users, and praticing felons.

period of time the shelter gradually becomes a base of criminal
operations against the community it used to serve.

5. Within 2 hours of this publication going on the internet the hard cases are off the
property and yielding challenges and control. By the next day 6-12-2001 none are
in sight. What this suggest is that the "control or shot caller" is close enough
too take an active part in control of criminal activities directed at the facility
and decided to pull his troops out who were at risk at least for the time being.
During this episode for control of this facility it is believed no clients or
alleged perpetrators were injured and no real damage occured to the facility.
1. Meet with represenatives of Police Department to determine an adequate policy
or response if you determine the problem we have outlined exist.
2. Some communities require clients too pass a background check for wants and
warrants and have a code of general behavior requiring clients to be good
neighbors with the community.
