Our Staff here at San Joaquin Worknet found this person trying to do research and skill building activities related to homeland security and placed website blocks on his website to prevent such vocational training activities-December 2002. I actually had to file a written request with this office to delete my resume from their system and revolke their rights under the "Federal Privacy Act"Library Staff Lodi, CAOur Library Staff of including Foreigners from Middle East were deeply disturbed to find this person in the public library doing research on Homeland Security and asked him to discontinue his work. December, 2002

RE: Inappropriate request for interview from Arizona State Employee on matters with pendency before US House & Senate Committees:

Dear United States Magistrate:

Greetings and soliciations and I certainly enjoy working in beautiful Tucson. A number of individuals, groups, and organizations I work with have complainted to me about being pressured to harass my company, customers, and others I work with by government employees. Because of this possible problem and in an attempt to lessen complaints from third parties I do not grant interviews with anyone except by appointment in advance with a pre briefing on subject matter

have received a request for an interview from a David Piper who I understand works for State of Arizona through University of Arizona at Tucson in the Arizona Health Science Library, Computer Technology Section. At inquiry in the matters Mr. Piper wishes to discuss have been directed to US Senate and US House Judiciary Committees and I have attached some proof of service with the understanding that these organizations work is not review able by lower courts of law. Mr. Piper apparently acting in his capacity as an employee of the State of Arizona apparently decided to disconnect email capabilities on his internet site last year in an apparent effort on his part to decide who and who should not enjoy freedomof speech. Mr. Piper's actions conincide with a series of inquiries directed to Congress. My understanding is that email through netscape is still disconnected not that I actually care beyond limiting third parties attempting to act at the behest of persons they believe work for the government.

The unfortunate reality of life in out country is that persons in government who have power and lacking the legitimate means to accomplish their goals sometime solicit assistance from others. Seems like only yesterday that US Senator Mark Hatfield's (chairman of Appropriations) office called down to the United Way of Modesto and asked the person I was talking too, to run me out of town. Interestingly enough the Senator has retired along with many of his political supporters just this year.

More recently the Federal Prosecutor at Tallahassee, Fla decided to leave government service and enter private pratice of law and Sheriff Eddie Boone went on to retire and go fishing. I still don't know for sure which one of those folks grabbing my letter from Governor Chiles (enclosed). You can't imagine how embarassing it is to explain to a Governor who he can and can't talk too and it looks like even the Republican Senator Connie Mack wasn't impressed.

I have a rather extensive set of business records which relate to folks who wound up being embarassed without need or cause or got fired. Interestingly enough the folks who put them up to it never take the heat or offer to clean up the mess. So you might say my New Year's resolution works something like this.

If somebody wants an interview, has a comment, or complaint, drop me a note explain what you want and when we will meet and what if anything I should bring to the meeting. If you feel some third party has a grievance about something ask them to contact me directly (they usually won't) and we will go from there. My 10 years of experience in working in this field of expertise with it's endless supply of petty politics is that the fella who does his job and leaves it at that is the one who is going to have a job next year.

I hope I haven't embarassed Mr. Piper her, however I am no longer accepting unwritten request for discussions about matters which are turned over to Congress and which no court of law has any legal power of review.
