Hi! Thanks for your message I don't think that the website you mention is living in the real world. But the point is still
well taken that the life of homeless people is extremely dangerous and the obstacles that homeless people face are severe. There are supposedly 15,000 homeless people here in San Diego County and
the death rate is so high that the local paper no longer even bothers to mention when yet another body is found in Balboa Park.
When there was a meeting of the Renaissance Commission here in Ocean Beach a couple of years ago, the concensus in the audience was running more than 10 to 1 in favor of the theory
that homeless people were ENTIRELY responsible for their own situation. What is needed is not $250 billion but a commitment by society that we will do what is
necessary to help those homeless people who are willing to help themselves.

Walter B. was an 82 year old WWII veterans who was traveling from the VA Center at Prescott, AZ to Nogazles on Memorial Day in 1991 to purchase cheap heart medication
across the border. Walter arrived in Casa Grande, AZ late on Memorial Day and asked for shelter at the Cross Roads Rescue Mission and was refused shelter because he arrived
after 5PM. Although the Police Department made a special request for shelter for this 82 year old Veteran on Memorial Day for shelter, they were refused.
Given the benefits of a warm bed, hot meal, the knowledge of a safe place to sleep, and possible assistance if medical emergency occured at the Rescue Mission; Walter might have lived. Having been
denied access to the Rescue Mission, Walter B slept our in a vacant lot. Sometime during the night he had heart problems and was found dead in a ditch in front of McDonalds on
main street Casa Grande. The First Baptist Church notified his relatives in Chicago and it cost a lot more to ship his body home for burial than if someone had given Walter an overnight motel room.
Like many other elderly, disabled, and needy Walter was terminated with extreme prejudice by a social service structure which couldn't care less. When queried a year or so later
the VA Hospital at Tucson, AZ stated they had heard something about the incident but
explained that sometimes "Shit Happens".

for convicted felons seeking a respite from hard life of prison. The fact they are no longer in jail is not a deterrant to practicing crime on the outside.

Former "Disciple" Convicted Of Murdering Aunt
Art Lane Yeary accused to killing senior citizen with "roofers hatchet" captured in
Mississippi .Art Lane Yeary a former "disciple" of the Union Gospel Mission of Modesto,
California was reported captured in Mississippi. Authorities report he was captured using
the last name of the elderly woman he allegedly killed using a roofer's hatchet and buried
in her backyard. The Modesto Bee reports Yeary aka Art Gilliam.... will stand trial for the 1990 capitol
murder of Ms. Goad who was found buried in her backyard. Modesto Bee quotes relatives of
Ms. Goad that they were not too happy to see Yeary captured and returned for trial because
they considered the matter closed.
Yeary a former "disciple" of the Union Gospel Mission of Modesto, California was
apparently working at the Mission at or about the time he is alleged to have killed Ms. Goad. Some authorities believed he used his extensive contacts in the Mission field
to elude arrest and prosecution for some years. Although Yeary was featured on America's Most Wanted for some years he was apparently presumed dead by some authorities.

How I Robbed Retarded Man
My names is James Bailey and I have just been arrested here in Merced, CA for failing
to attend a sentencing hearing in Portland, Oregon. What great luck that I have been
in the discipleship program at the Mission in Oregon for almost a year and that the
current "house manager" fired to heavy drug use. I can't thank Tom and Letticia Miller
of the Merced Rescue Mission for hiring me on the spot to be the new house manager of
the shelter.
There must be a God because a retarded man named Tim Duarte was referred to the mission
and has just asked me if I could hold his wallet, money, and identification for safe
keeping. I was just too happy to have my new identity to hide from the law under and
enough money to catch the first Greyhound out of town. I left in the middle of the night
and have left Mr. and Ms. Miller to explain to Tim that he is now broke and without Id.
To their credit the Millers initially called every shelter in a 5 state area asking other
not to take me on staff under my old or new name after providing a report to Sheriff
Deputies.
In August, 1998 Director Tom and Leticia Miller asked the person who questioned these
matters locally to be denied services for life. My friends the Millers again demonstrate
that lying about facts, denying the truth, and settling the score is an important part of
what Jesus stands for. I'd like to discuss this further, but I have another "Christian"who
needs someone to operate a shelter because he has no committment.

Punching Mel In the Head?
In 2004 we have Mel Erb of The Shelter in Tallahassee, Florida posting a list of 20 persons who
were barred for punching his staff while apparently engaged in a prison based gang take over of the nonprofit agency.
Like similar takeovers of other facilities the attack on the staff of this facility includes use of physical
violence. This problem is best addressed by having undercover Detectives or Homeland Security personnel being
present on site to address such criminal activities.

It is May, 2005 and a guest of the Samaritan Ministries is sitting on the bench outside the dining room
after eating dinner and waiting to check in when another man approaches for no apparent reason and proceeds to
stab him several times. While Shelter operator Steve Stover provides first aid to the victim the would be killer
strolls calmly up a 1500 foot hill on a sunny afternoon to a waiting van. Nothing in the killer's action suggest
any fear of the police or apprehension in this well planned attack. When apprehended the toe tag should read

Between 1986 and 1989 Mr. Dwayne Dodge of Turlock, California appeared on the front porch
of the Modesto Gospel Mission at 1417 DeHarro, in Modesto, CA and at local Jack In The Box restaurant and explained publically his membership in what he refers to the "Peoples
Revolutionary Army".
1. Mr. Dodge states the organization is run by a former assistant to Castro (unnamed) who is a real person living in Dade County who advocates the
overthrow of the United States by military force.
2. Mr. Dodge states he seeks to hire mercenaries, preferably former veterans of the US military to train under a former Green Beret in eastern US.
3. Mr. Dodge explains some minor details of the pay and training and general information.
4. Mr. Dodge explains the group is heavily armed with various military equipment, including helicopters which he has visited recently on an island off Florida.
5. Mr. Dodge explains the principals plan to begin an armed insurrection by attacking Homestead Air Force Base in south Florida.
6. Mr. Dodge further explained at Jack In The Box restaurant over coffee at a second meeting other details of the plot.
7. Mr. Dodge explains members of the organization include Cuban National Guard pilots who are stationed at Homestead AFB. Mr. Dodge explains the revolution has hit a
snag because military jets known as F-4 have been replaced by newer F-16 jets which the national guard pilots have to be retrained to fly.

5. Who is the person who provided such information to Mr. Dodge?

In 1993 John Doe and friends arranged a criminal record for Chris Walters "longer than your arm" with felony convictions which were
never brought to trial much less sustained by convictions. John Doe maintained this fictious conviction via theft of US Mail and federal
Court ORDERS to keep the fraud alive. John Doe and associated then tied the conviction to a major terrorist organization resident
in Oregon, Washington, and Idaho who fielded an "Anthrax Salesman".
Just when the conversation was getting interesting the Anthrax Salesman named Mike spooked and retired. When the matter was reviewed in US District Court the United States declined to respond to the
Complaint however the terrorist was apparently able to put in an informal appearance.

We believe that the Salvation Army, City of Portland, and other
funder's policy of offering free food and housing to persons who
are substance abusers and/or are involved in illegal activities
(A condition of the forenamed entitles have created by operating
and supporting the unrestricted access mass dormitory Recovery
Inn Shelter at 313 East Burnside,) Has resulted in the Recovery
Inn (RI) being a public nuisance:
We maintain that unrestricted-access shelters such as RI are not
conductive to helping people transiton to an independent lifestyle.
We agree with Central Eastside Industrial Council's "Position statement on homeless services"
that is enclosed. We also enclosed Mayor Clark's July 19th,
1990 response to CEIC's position statement. In fact we feel
RI is incorrectly named as there are no records showing any
client transferring to a "recovery"program.
While RI jobs programs claims success in finding full-time work
for some individuals, it is not clear that individuals were
formerly RI shelter clients since the employment program draws
applicants from all over the central city.
Shelter-based care, in our opinion, does not solve people's problems
but only enables clients to continue the behavior that caused them to be homeless;
thereby perpetuating their condition.
It has been the city's policy and plan for many years to close the shelters and provide more humane single
room occupancy housing coupled with case management services. Dan Steffey, then Mayor Clark's Assistant,
promised at several public meetings that mass dormitory shelters would be eliminated before January, 1991. We feel it
is now time to do this so that limited resources can be directed toward programs that help people solve their problems instead
ofjust warehousing them in a substandard shelter that does not even meet federal requirements for housing prison inmates or
migrant workers.
The Central Eastside Industrial Council (CEIC) and the Central Eastside Community Policing Demonstration Project have worked
with the Salvation Army (SA) from the beginning in an attempt to improve RI operations. CEIC Committee Co-Chairs Joanne Ferrero
and Margaret Moreland wrote the enclosed June 21, 1990,letter to Bill Thomas of Multonomah County supporting SA's assuming control
of Baloney Joe's in July of that year. It reads:
The Salvation Army has been in our district for
over 70 years. Our observation is that they have been good neighbors
and operated successful programs.
Shortly after assuming control of Baloney Joe's, Captain Nancy and Ross Allemang of the SA assured CEIC
Board Members that the problems business people were experiencing
would improve because of SA Rehabilitation philosophy as well as
SA's operating rules and procedures.
Soon after this meeting, Lt. Col Morelock and the Allemang's met with Greg Wentworth, Peter Fry, Stuart Shleifer, Joanne Ferrero,
and Margaret Moreland at Wentworth Chevytown and again assured those present that they could expect the situation to improve. It
was better that summer, but quickly deteriorated when the Salvation Army offered their as Portland's primary overflow
shelter and continued the former Baloney Joe's Policy of unrestricted access.
A community meeting was held January 25th, 1991 with Col Morelock, Captain Nancy Allemang, and John Simmons to air
neighborhood concerns. A copy of the approved minutes of that meeting are included with this letter. A copy of the

Oliver of the Oregonian dated September 3rd, 1991 to correct some statements made in an 8/31/91 Article entitled, "Salvation
Army Chief To Move On." Copies of this letter were sent to both SA's Major Love and Major Hogan.
East Precinct Police personnel met with Major Hogan shortly thereafter to inform him of drug activity at RI. This
matter also discussed at Demonstration Project meetings. At the recent April 16th Demonstration Project meeting, Lt. John
McNabb warned SA John Simons in no uncertain terms that Police Officers knew what was occurring inside the facility and could no
longer ignore the situation.
Despite the Community's involvement and SA's good intention criminal
activity continues to flourish in and around this shelter.
Drugs are openly sold outside the front door from supplies stashed inside.
Police Officers routelinely find discarded hypodermic dyringes
in RI's restroom as well as evidence that bindles are being
assembled within the facility. A four inch thick file of arrest made from
July 1991 to May 1992 involving drug activity at RI was recently
submitted to the City Attorney as evidence in support of closing
the building under the City's specific Crime Ordinance.
What will happen if RI is closed? Our observation is that most of the RI clients are illegal aliens who eat and stay at the
shelter and are bussed to agricultural job sites outside the city. Some have found selling drugs easier and more
profitable than working in the fields. Thus, taxpayers and contributors funds are being used
to support criminal activity. Closing the shelter would allow these funds to be used for more worthwhile purposes.
The problems this shelter has created in our community will not be solved by transferring RI to another operation (If SA, with
their expertise cannot manager this shelter, no one else can). Nor can the problems by increasing operational
funding, hiring additional help or building new state-of-art facility. The problems, we feel, are endemic to
unrestricted-access shelters and can only be solved by closure. Concerned members of a CECI sub committee hired
an attorney in 1990 to research successful nuisance suits against
dormitory shelter operations. The attorney provided
information on several lawsuits that were successfully settled in
the Complainants favor. He also writes 9/24/90 Memo that
states in part:
No law requires government, social service providers
and funders to facilitate outlaw life styles
furnishing free, unstructured housing. The Law does, however, provide remedies for those injured by
governments, providers, and funders shortsighted facilitation of criminal behavior. Not only may the
governments, and providers involved be required to compensate victimes, but executives, directors, and major funders of the
providers may also be required. It is time that community decision makers realize that on the one
hand they have no legal obligation to reward those who refuse to live by community standards and laws; on the other hand they do
have an obligation to protect the health and security of the whole community.
On the basis of this legal opinion and the City's pending civil
action under the Specified Crime Ordinance, we maintain that the
Recovery Inn should be closed.
