Certainly an interesting message requested to be relayed back to the
Presiding Judge Garland Burrell
by the Oregon State Attorney General's Office if he permitted subponea of evidence from
Oregon State."And Justice For All" is the nice logo printed on the sides of cans and boxes of USDA Surplus
Commodities which are distributed throughout the United States to "charities". Actually
USDA programs as they are being administered by a Christian based terrorist organization are
engaged in exterminating persons they don't like:
Eloise Booker assistant to US Senator Mark O Hatfield in Salem, Oregon prepared the Plaintiffs
resume and permitted to use her name to be used as reference in looking for work as did
Staff of US Senator Bob Packwood and James Gonzales Staff for US Senator Brock Adams. The
Plaintiff applied for work in Salem with Manpower and Kelly Services received a job offer
and both Rescue Mission and Salvation Army the USDA vendors explained the Plaintiff could
no longer stay at their shelters as did Salvation Army in Seattle, WA. A Lt. Col Mervin
Morelocks the Divisional Commander of Salvation Army in Oregon explained he was responsible
for blocking my access to shelters and work and wanted to apoligise and provided a bus
ticket to Tucson,AZ.
The Plaintiff later worked as an occassional consultant oo the Eastside Industrial Council in
Portland concerning problems with drug dealing
at Salvation Army facility in Portland. While the Plaintiff was living and working with Christian Center of Salem, Oregon a Pastor Kelland
Lowry explained on 2 occassions that Lt. Col Morelock called Salem Housing Authority Janet
Hernandez and asked "where Chris Walters is sleeping". The church was asked to run Chris
Walters off.Federal Grand Jury & DEA October Newspaper reports Federal Grand Jury and DEA conducted
extensive raids in Portland, Oregon to close down drug dealing...Medford, OR. The
Salvation Army Lodge in Medford, Oregon retaliated on or about December 10th, 1993
by denying the Plaintiff access to USDA programs until they realized that the
Federal Grand Jury and not the Plaintiff were responsible for closure of their drug
trafficking activities.
Lloyd Williams a paid Salvation Army Employee relayed a message from the manager Sheri that
Chris Walters is barred until the 3rd or 4th generation from receiving services at this
federally funded Salvation Army Lodge in Salem, OR as "punishment for your political
activities" USDA Inspector Office Floyd Cotton of SF asked us to contact his office with any further
questions on food stamp or commodities issues. During service process in Oregon a member
of Oregon State Attorney General Office asked us to relate to Judge Burrell that he was
going to receive "severe fucking"

Oregon Precedent New Orleans v Dukes. The question before the Court
involved Dan Nisley convicted felon praticing federal criminal law on
the property of the Union Gospel Mission in Salem, Oregon while deciding
wheather to prosecute the Plaintiff for trying to sell his $10.00 computer
disc using the mail services at the Mission employment office. "Former
Chief Judge" Redden ruled that the Mission is indeed required to prosecute
homeless using the mission employment office for profit making activities
because it violates the nonprofit status. That the Mission Thrift Store
makes many thousands of dollars a year in profit is irrelavent. Mission
Director Tom Zobel retaliated against the Plaintiff and another client
named Mike Kiffin and directed they be denied food and shelter during a
severe cold spell-could you do us a favor and die? This legal victory
was secured by the US Department of Justice on behalf of their client
and Defendant US Department of HUD.

Stealing Food Stamps From
Elderly, Disabled, and Needy
States Overcharge USDA
Theft of Homeless persons identification and various welfare benefits has been epidemic throughout
the 9th US Circuit Court of Appeals for at least 20 years. The Plaintiff returned 2-93 to Las Vegas, NV and found he had an open food stamp case even
through he had not been in town for almost 6 months. Next Texas explains to Tucson,AZ
that the Plaintiff has an open food stamp case which was requested closed by mail. The
State of Texas appeared in USDC in San Antonio,TX and Magistrate John Primo's Finding was
that Texas has a legal right to refuse to close food stamp cases of persons who have
moved out of the state citing ruling of 5th US Circuit Court of Appeals Victoria V
Miller.
Question of Crimes
Against Humanity
Counsel believes that any government employee who has to steal from the elderly, disabled,
or needy should be sentenced to an International Penal Facility without much fuss or bother.
Need a New Lie?
A little later on Florida Claimed that the Plaintiff was unable to receive food stamps
in Barstow, CA because he received his stamps on 12-7-1994. As you can see from
this letter 12-7-1994 we got caught here in our lie:

Dear Mr. Walters:
Thank you for your letter to the Deputy Administrator concerning the Food
Stamp Program. Your letter has been referred to us for response.
You stated that some State agencies refused to close your food stamp case.
We assume that you wanted your food stamp cases closed because you moved
from one place to another. Households are to report changes of residence
and certain other changes to their local food stamp office within 10 days
of the date the change becomes known to the household. Therefore, if you
did report your change of residence as soon as you knew you were going to
move, it appears that the food stamp office would have closed your food
stamp case for you. Additionally, within certain exceptions, individuals
must be living in the project areas where they apply for food stamps and
cannot receive food stamps in more than one project area in any month.
Under the Food Stamp Act of 1977, as amended, the Food Stamp Progam
operates under Federal rules that are basically the same everywhere in the
country. The law makes State Agencies and their local offices responsible
for the day-to-day activities of the program. Therefore, if you reported
to your local food stamp office that you were going to move and your case
was not closed, you may want to contact someone at the State level food
stamp office. In Texas, you may contact Mr. Terry Trimble, Assistant
Commissioner, Texas Department of Human Service, Post Office Box 149030,
Austin, Texas 78714-9030. The telephone number of this office is (512)
450-4140.
You also stated California, Oregon, and Washington only open cases for
homeless applicants for 2 months at a time, while Arizona and Texas allow
a much longer period. You imply that this violates the requirements of
Sec. 5 (2014) (b) of the Food Stamp Act that there be uniform national
standards of eligibility. The Food Stamp Program does have uniform
national standards of eligibility. That does not mean, however, that each
State agency must run the program in exactly the same way as every other
State agency.
We have checked with our regional offices that oversee the States you
mentioned. They have informed us that the certification periods for
homeless households in those States are as follows: Arizona--from 2 to
6 months; California--2 to 12 months; Nevada--at least 6 months; Oregon--
1 to 12 months; Texas --3 to 6 months; and Washington--2 to 12 months.
Under the Food Stamp Act, the Secretary of Agriculture has issued rules on
certification periods. State agencies must follow these rules. The rule
on length of certification periods is found at 7 CRF 273,10(F)(4). It states
that State agencies must assign the longest certification period possible in
view of the household's circumstances. This decision will not be the same
in each decision on a certification period, even though the circumstances
may appear similar to the household involved. We have enclosed for your
convenience a copy of the rule cited previously, along with other related
information on this matter.
If you have other questions or problems with the Food Stamp Program, you
should contact local or State level food stamp office.
We hope this information is helpful to you. If we can be of further

reissuance of your food stamps.
