Your Honor:

I am Appellant Pro Se involved in removing questions too Congress from 11th, 9th, and 5th US Circuit Court of Appeals. While going through Virginia to Washington,D.C a number of social service concerns in asked a question of policy which I will also deferr to Congress. The Salvation Army at Winchester and Harrisonburg and Valley Rescue Mission at Staunton, Virginia have a habit and custom of requiring clients to sign legally binding contracts that they will seek work apparently having no program services for disabled persons. Since I am a certified carrier of infectious diseases with an informal body count at https://www.angelfire.com/id2/ssireform my working might cause injury or harm to uninvolved 3rd parties. Although the agencies in question had no apparent interest in my background I was told I had successfully conveyied this information too them and have in fact just been declared disabled by Washington State.

Because I will again be passing through Virginia going to Washington,D.C. in the not too distant future I hoped to provide this courtsey brief to the Court that all these issues should be addressed by Congress and are not suitable for further discussion between social service agencies and their clients. I hope you will pardon the intrusion in bringing this matter to your attention.
